This is Clover.  He's actually quite content with the ill-weather.  First, it helps sprout greens such as the clover plant.  Also, without the rain, there wouldn't be rainbows!  And considering this Jolle waits at the end of rainbows (according to the creator) with a pot of gold, it is only suiting that this Jolle likes the spring rain.  Here, Clover is riding a rain cloud up to get an amazing view of the rainbow.
